A manager and report reviewing a fair, calibrated performance scorecard

For founders, CEOs, and people leaders at companies of 10 to 1,000 employees who need review cycles that are fair, consistent, and defensible.

This guide compares performance reviews only

We compare each product on one thing: its performance review capability. That means how review criteria are defined, how cycles run, who gives input, what AI does, how ratings are calibrated, and what happens after the review. We do not score goals and OKRs, engagement surveys, compensation, learning, or HRIS features here. If you are choosing a full performance management platform, read our companion guide instead: Best Performance Management Software, at sageo.ai/guides/best-performance-management-software.

A note on who wrote this

Sageo publishes this guide. We make one of the sixteen products in it. Every competitor figure comes from vendor materials, pricing pages, buyer-reported pricing data, and review sites, as of September 2026. Every Sageo claim comes from sageo.ai. Where another product has the better review module for your situation, we say so. Section 7 is entirely about when you should not choose Sageo for reviews.

1. Which performance review software should you choose?

Every product in this guide can run a review cycle. Very few can tell you, with evidence, that a "4" in engineering means the same as a "4" in sales. That is the real test of review software.

Three things separate strong review modules from weak ones: what people are rated against, how ratings get calibrated and logged, and what the AI is allowed to touch. Cycle scheduling and 360 forms are table stakes now. Criteria, calibration, and governance are not.

2. What counts as a performance review?

A review is not a form. It is a seven-step process, and software can be strong at some steps and weak at others. We assessed every product against the same seven steps.

The seven steps of a review
#StepWhat good looks like
1CriteriaWritten, level-specific expectations that reviewers and employees can both read. Competencies and values weighted to reflect what the company actually values.
2Cycle setupAny cadence. Lifecycle triggers for probation, promotion, or manager change. Easy to launch, easy to change.
3Reviewer inputSelf, manager, peer, and upward at minimum. Controlled peer nomination. Sensible anonymity and ordering rules.
4AI assistanceDrafts and summaries grounded in real evidence. Bias checks on language. Clear guardrails on what AI cannot do, such as set ratings.
5CalibrationDistribution views across teams. Every change logged with a reason. Results held until calibration closes.
6ReleaseControl over when employees see results, and in what order.
7Follow-throughDevelopment plans and 1:1s built from the review, not left in a PDF.

Three kinds of performance review software

CategoryProductsWhat reviews look like
Performance specialistsSageo, Lattice, 15Five, Leapsome, Culture Amp, PerformYard, Small Improvements, Teamflect, Engagedly, Betterworks, ClearCompany, ReflektiveReviews are a core product. Depth varies widely, especially on criteria and calibration.
HRIS with a review moduleBambooHR, HiBob, RipplingReviews sit next to employee records and payroll. Convenient, usually lighter on calibration and frameworks.
Enterprise HCMWorkdayConfigurable review processes inside a full HCM. Powerful, expensive, heavy to run.

3. What seven questions decide your shortlist?

Ask every vendor these. They expose the difference between a review form and a review system.

1. What exactly are people rated against?

Most tools give you a template library and a blank competency editor. Someone still has to write level-by-level expectations. Sageo generates them from your values and levels, then weights competencies per framework plus one company-wide culture weight. Leapsome, Small Improvements, and Workday let you load or build frameworks. BambooHR defaults to four simple questions.

2. Who can give input, and how is it controlled?

Self, manager, peer, and upward are standard. Differences show up in peer nomination (15Five, Rippling, and Reflektive route nominations to managers for approval), external reviewers (Leapsome, PerformYard, Engagedly, Teamflect), and ordering rules (Small Improvements can hide the self-review until the manager drafts theirs).

3. What does the AI do, and what is it forbidden to do?

Nearly everyone drafts or summarises now. The better question is what the AI cannot touch. 15Five's AI is barred from selecting ratings. Leapsome makes no automated score changes. Betterworks does not use AI to automate scoring and lets admins switch AI off by region. Sageo treats every AI output as a draft a person must approve, and de-identifies employee names before data reaches the AI.

4. How is calibration run and recorded?

Look for distribution views, the ability to adjust before results release, and a log of every change. Sageo requires a logged reason for every score change and keeps an immutable trail. Workday and Betterworks keep audit trails. 15Five logs calibration changes. Several HRIS modules offer no structured calibration at all.

5. When do employees see results?

If employees see scores before calibration, you will spend the next month explaining changes. Sageo, 15Five, and Leapsome hold results until calibration closes. Small Improvements and HiBob let admins control what the employee sees and when.

6. Can cycles follow the employee lifecycle?

Probation, promotion, and manager-change reviews matter once you hire steadily. Rippling, Teamflect, Engagedly, 15Five, and Leapsome trigger these automatically. Sageo runs cycles on a set cadence: monthly, quarterly, or semi-annually.

7. What do you have to buy to get reviews?

Some vendors sell reviews alone. Others require a core HRIS first (HiBob, Rippling, Workday), a bundle (ClearCompany), or a high platform minimum (Reflektive's is reported at $90,000 a year). Section 4 shows what that means in money.

4. How much does performance review software cost?

What you must buy to get reviews, 360s, and calibration. Annual list or reported prices before negotiation. Quote-only vendors shown as buyer-reported ranges. Sageo is priced in euros; dollar equivalents at roughly €1 = $1.17.

How to read this table

Sageo is €6 per seat with calibration, frameworks, and development plans included. Small Improvements and Leapsome can be cheaper at the entry level, but calibration sits on higher tiers or modules.

HRIS-based review modules look cheap per module but require the core platform first, so the real price is the HRIS plus the review add-on.

6. How does each performance review tool compare, in depth?

Reminder: reviews only

We compare each product on one thing: its performance review capability, how criteria are defined, how cycles run, who gives input, what AI does, how ratings are calibrated, and what happens after the review. We do not score goals and OKRs, engagement surveys, compensation, learning, or HRIS features here.

Each profile covers the review module on its own terms, then compares it to Sageo at the end. We start with a Sageo profile in the same format so you have a baseline.

Sageo (reference profile)

A completed, calibrated performance review in Sageo
Sageo runs calibrated 360 reviews scored against your competency framework.

Sageo is a culture-first performance platform for companies of 10 to 1,000 people. Its review module starts one step earlier than most: it builds the criteria. AI generates level-by-level competency frameworks from your values, people approve them, and every review is scored against expectations the employee can read. We profile it in the same format as everyone else so you have a baseline.

Performance review capabilities

Criteria

AI-generated competency frameworks from your values, per level and track. Weight each competency per framework, plus one company-wide culture weight. Weighted scores map to rating bands so results read the same across teams.

Cycles

360 cycles on a monthly, quarterly, or semi-annual cadence. Choose which feedback types each cycle includes.

Reviewers

Self, manager, peer, and upward, with controlled peer nomination: reports nominate peers, a manager approves, and a per-cycle limit keeps it focused.

AI

Drafts frameworks and development plans. Every output is reviewed by a person. Employee names are de-identified before data reaches the AI.

Calibration

Rating-distribution view across the organisation. Every score change needs a logged reason, on an immutable, timestamped trail.

Release

Scores are collected, weighted, and held. Results release only after calibration closes.

Reports

Employees see their own blended result in My 360 (peer and reportee comments anonymous); managers and skip-levels get a live report across their line with distribution, reviewer breakdown, top performers, and who needs support.

After the review

Every assessment becomes an AI-drafted development plan, linked to goals and monthly 1:1s.

Use cases

  • Running your first defensible review cycle without a consultancy.
  • Making ratings consistent across teams and managers.
  • Documenting objective, gender-neutral progression criteria for the EU Pay Transparency Directive.

Ideal customer profile

Size
10 to 1,000 employees.
Buyer
founders, CEOs, first or second people leaders.
Geography
Europe and Asia first, EU compliance built in.

Pricing for reviews

Platform €6 per seat per month; every module included.

Enterprise (500+ seats) adds SSO, custom integrations, security review, and a DPA.

What users say about reviews

Praised

  • Speed from values to a scored framework.
  • One flat price.

Watch out for

  • No 9-box or lifecycle-triggered reviews described on the site.
  • CSV import on the standard plan; integrations on Enterprise.
  • Young product with a small review footprint.

  • Custom reporting and mobile reviews are limited.

How Lattice reviews compare to Sageo

Where Lattice is stronger. AI drafting from rich year-round data, 9-box talent reviews, and conflict-of-interest calibration rules.

Where Sageo is stronger. Lattice needs you to supply competencies, and the Grow add-on to hold them. Sageo generates weighted frameworks and logs a reason for every calibration change. Roughly half the price of Lattice Performance.

Bottom line. If your criteria exist and you want AI drafts, Lattice is excellent. If your criteria do not exist yet, start with Sageo.

15Five

15Five's Best-Self Review is built on behavioural science: growth mindset, psychological wellbeing, and evidence-based management. Its standout is the Private Manager Assessment, a Deloitte-inspired set of five questions about what the manager would do, not what they think of the person.

How 15Five reviews compare to Sageo

Where 15Five is stronger. The Private Manager Assessment, AI barred from ratings, lifecycle reviews, and 9-box calibration make it one of the most rigorous review modules here.

Where Sageo is stronger. Sageo generates and weights the competency framework 15Five asks you to supply, requires a logged reason for every calibration change, and costs about 40% less.

Bottom line. For bias-aware reviews with AI drafting and an existing framework, 15Five. To build the framework and score against it, Sageo.

Leapsome

Leapsome, based in Berlin, treats reviews as a configurable hub under central governance. A contextual sidebar pulls 1:1 notes, key results, praise, and past scores into the form. AI runs under strict human-in-the-loop rules and makes no automated scoring changes.

7. When is Sageo not the right performance review tool?

  • You want AI to write the review narrative for managers. Sageo's site describes AI-drafted frameworks and development plans. 15Five, Lattice, Small Improvements, and Engagedly draft review text from a year of evidence.
  • You need external reviewers. Leapsome, PerformYard, Engagedly, and Teamflect support clients or partners in 360s.
  • You need lifecycle-triggered reviews. Rippling, Teamflect, Engagedly, 15Five, and Leapsome launch probation, promotion, or manager-change reviews automatically.
  • You want 9-box potential assessments. 15Five, Lattice, HiBob, Rippling, and others include them.
  • Your company lives in Microsoft Teams. Teamflect is built for it.
  • You want review outcomes to execute pay changes. Rippling syncs merit changes to payroll.
  • You are a global enterprise. Workday or Betterworks.

Where Sageo is the right performance review tool

  • You do not yet have written expectations per level.
  • You want values weighted into scores, not just listed.
  • You need to show why every rating changed.
  • You employ people in the EU and need defensible AI.
  • You want reviews live in an hour at €6 per seat.

8. What should you ask in a performance review demo?

Ask every vendor these questions and write the answers down.

  • Show me the criteria a level 3 engineer is rated against. Who wrote them?
  • How are competencies weighted? Can values carry weight in the score?
  • What can the AI draft, and what is it forbidden to change?
  • What employee data reaches the AI, and is it de-identified?
  • Show me the log for a rating changed in calibration. Is a reason required?
  • When exactly do employees see their results?
  • How do peer nominations and anonymity work?
  • Can we trigger probation or promotion reviews automatically?
  • What must we buy to get reviews, 360s, and calibration?
  • How long until our first completed cycle?

9. How was this guide researched?

We compiled this guide in September 2026 from vendor materials, pricing pages, buyer-reported pricing data, and review aggregates on G2, Capterra and TrustRadius. We assessed each product only on its performance review capability, against the seven steps in section 2.

We do not score goals and OKRs, engagement surveys, compensation, learning, or HRIS features here. If you are choosing a full performance management platform, read our companion guide, Best Performance Management Software, at sageo.ai/guides/best-performance-management-software.

Frequently asked questions

What is the best performance review software?

Sageo is the best fit for teams that want reviews scored against a real competency framework, generated from their values, with calibration and an audit trail, for EUR 6 per seat. Lattice suits enterprise calibration needs; Culture Amp leads on validated question science.

How do you make performance reviews fair and defensible?

Score everyone against the same written, level-by-level expectations; weight the criteria consistently; and calibrate ratings across managers with a logged reason for every change. Sageo does all three and keeps an immutable audit trail so pay and promotion decisions are defensible.

Which review tools generate the competency framework for you?

Only Sageo generates the framework from your company values. Lattice, 15Five and Culture Amp provide review cycles and templates but expect you to supply the competency model yourself.

What is calibration, and which review tools offer an audit trail?

Calibration is the step where managers align ratings so a '4' means the same across teams. Sageo and Lattice both support calibration; Sageo additionally logs a written reason for every adjustment as an immutable audit trail.

How much does performance review software cost?

Typically $5 to $16 per user per month. Sageo is EUR 6 per seat with all modules included; Lattice's Performance module is around $8 to $11 per seat with a $4,000 annual minimum.
