The verdict

Best transparent per-seat pricing
Sageo, one public price of EUR 6 per employee per month, no minimum seat count, no implementation fee, and no per-module upsell, so the number you see is the number you pay.
Best low-cost all-in-one HRIS
Zoho People or Deel HR, Zoho People starts around $1.50 per user and Deel offers a free HRIS tier for up to 200 people, both far below the mid-market average once you only need core HR.
Best published all-in-one for scaling teams
Rippling or BambooHR, Rippling publishes a $8-per-user starting point and bundles HR, IT, and payroll; BambooHR is transparent on its two tiers and adds performance as a paid module.

Bottom line. HR software pricing splits into three bands: budget all-in-one HRIS (Zoho, Gusto, Deel's free tier) under $4 per user; mid-market platforms (BambooHR, Rippling, HiBob, Personio) at $6 to $15 per user with performance and payroll as paid add-ons; and enterprise suites (Workday, SuccessFactors) that quote only on request and layer implementation fees of five to six figures. The real cost driver is not the sticker price but per-module upsells, minimum seat counts, and one-time implementation fees. Sageo sits in the mid band on capability but prices like the budget band, at a flat EUR 6 per seat with no minimum and no implementation fee.

A founder comparing real HR software prices instead of booking demos

For founders, CEOs, and people leaders trying to budget for HR and performance software without sitting through five sales demos first. This is what these tools actually cost in 2026, per employee per month, with the numbers most vendors would rather email you later.

A note on who wrote this

Sageo is one of the tools in this guide, and we publish our own price on our site: 6 euro per user per month, flat, with no demo required. We include our competitors' real numbers here because a buyer deserves them before a sales call, not after. Where a vendor refuses to publish a price, we say so, and we use the best public transaction data available. Prices change; treat everything here as directional and confirm before you sign.

1. What does HR software really cost in 2026?

Most HR and performance software lands between 6 and 25 US dollars per employee per month. Core HR and lightweight tools sit at the bottom, full HRIS and payroll suites in the middle, and enterprise platforms like Workday, Paycom and ADP at the top once you add implementation. Payroll and global hiring are priced differently again, often as a base fee plus a per-person rate, or a flat fee per worker.

The catch: the sticker price is rarely the real price. Annual minimums, mandatory implementation fees, per-module add-ons and user floors routinely add 20 to 40 percent to year one. The section on hidden fees below is where the surprises live.

The pattern: of the 25 tools in this guide, more than half will not show you a price without a sales conversation. That is the single biggest reason "hr software pricing" is so hard to search, and the reason this page exists.

2. Why do HR software vendors hide their pricing?

Vendors hide pricing on purpose. A demo form lets a sales team qualify you, anchor to your headcount and budget, and quote what they think you will pay rather than a list price. It also keeps competitors from undercutting a public number. The result is an entire category where the honest answer to "what does it cost" is "book a call."

That is a poor experience for a founder with fifteen minutes and a spreadsheet. It is also why a page that simply states the numbers tends to rank and convert: it answers the question everyone has and no one else will.

3. How much do core HR, HRIS and payroll tools cost?

These are the systems of record: employee data, onboarding, time off, org charts, and often payroll or global hiring. Prices are per employee per month (PEPM) unless noted. "Est." marks a figure reconstructed from public transaction data because the vendor does not publish one.

Global hiring and payroll is priced differently

If you are hiring across borders, you are buying per-worker, not per-seat. Deel: HR is free under 200 workers, US payroll from $19 per employee per month, global payroll from $29, contractors from $49 flat, and Employer of Record from $599 per employee per month (up to ~$899 by country). Remote, Oyster, Globalization Partners and Multiplier cluster around $459 to $699 EOR per employee per month, with negotiated enterprise floors near $350 to $500.

4. How much does performance and talent software cost?

This is Sageo's category: competency frameworks, reviews, calibration, goals, 1:1s and development plans. It is usually bought on top of an HRIS. Prices are PEPM unless noted.

PEPM = per employee per month. Many carry annual minimums that make them expensive for small teams; see the next section. Quote-only figures are estimates.

5. What hidden fees should you expect?

The PEPM rate is the part vendors will eventually tell you. These are the parts that show up in the contract:

Implementation fees
BambooHR charges roughly 5 to 10 percent of the annual contract for setup. Paycom runs 15 to 30 percent. Personio setup is $1,000 to $5,000+. Enterprise suites can reach six figures before a single review runs.
Annual minimums
Lattice and Betterworks enforce a $4,000 per year floor. Culture Amp is around $4,500. Leapsome sets a $199 / €199 / £199 per month platform fee. Below a certain headcount, the minimum is your real price.
User floors
Employment Hero bills a minimum of 10 users even if you have fewer. Several enterprise suites set 500 to 1,000-seat minimums that quietly rule out mid-market buyers.
Per-module add-ons
The entry price rarely includes what you came for. Lattice charges extra for career tracks (Grow) and compensation. SAP SuccessFactors, Workday and ADP price most talent modules a la carte at $3 to $15 PEPM each.
Annual contract lock-in
Most of these tools require a 12-month commitment billed up front. Month-to-month is the exception, not the rule.

6. What do you actually pay at 50, 200 and 1,000 people?

List rates are per person, but minimums and volume discounts change the effective cost a lot depending on your size. Rough annual software cost, before implementation, for a performance tool:

Illustrative annual cost by headcount (performance software)
Tool50 people200 people1,000 people
Sageo (€6 PEPM)~€3,600~€14,400~€72,000
Lattice ($8 to 10 + $4k floor)~$4,800 to $6,000~$19,200 to $24,000~$96,000 to $120,000
15Five Perform ($11)~$6,600~$26,400~$132,000
Culture Amp ($9 to 14, $4.5k floor)~$5,400 to $8,400~$21,600 to $33,600effective rate falls at scale
Estimates for illustration, using each tool's published or estimated entry rate and known minimums. Real quotes vary with modules, term and negotiation.

The small-team penalty

At 50 people, the tools with $4,000 to $4,500 annual floors cost far more per head than their sticker rate suggests. This is exactly where a flat, no-minimum, self-serve price is cheapest to start and easiest to predict.

7. How do you read an HR software quote before you sign?

When a vendor finally sends numbers, these are the questions that move the real total:

  • Is this the all-in PEPM, or does it exclude the modules I actually need (reviews, comp, career tracks)?
  • What is the one-time implementation fee, as a percent of year one?
  • Is there an annual minimum or user floor? What is my effective per-head cost at my real headcount?
  • Is the price locked for the term, and what is the renewal uplift?
  • Monthly or annual billing, and is the annual amount due up front?
  • What happens to my data and framework if I leave: do I own the export?

8. Where does Sageo fit on price?

Sageo is a performance platform priced like the transparent end of this list: 6 euro per user per month, flat, published on our site, with your whole team free for the first 14 days and no annual minimum. You can sign up and see the product without a demo. Most performance tools assume you already own a competency framework; Sageo generates one from your values and then runs reviews, calibration and monthly 1:1s on top of it.

If you already have a mature framework, a large HR team and enterprise budget, the established suites are excellent and worth their price. If you want to start this quarter without a five-figure floor or a sales cycle, that is the gap Sageo is built for.

9. How was this guide researched?

Pricing was compiled in September 2026 from vendor pricing pages where published, and from public procurement records and third-party transaction aggregators where vendors quote privately. Figures marked "est." are reconstructed from that transaction data and will vary by headcount, module mix, contract term and negotiation. Currencies are shown as the vendor lists them; conversions are approximate. Prices change often. Confirm any number with the vendor before you budget or sign. Frequently asked questions

How much does HR software cost per employee?

Core HRIS runs roughly $1.50 to $4 per employee per month (Zoho People, Gusto, Deel's free tier for small teams). Mid-market platforms with performance and engagement run $6 to $15 per employee per month (BambooHR, Rippling, HiBob, Personio, Sageo at EUR 6). Enterprise suites such as Workday and SAP SuccessFactors quote only on request and typically land far higher once implementation is included.

What hidden fees should I expect with HR software?

The three most common are one-time implementation or onboarding fees (often equal to two to six months of subscription on enterprise suites), per-module upsells where performance, payroll, or engagement each carry a separate per-seat charge, and minimum seat commitments that make a small team pay for unused licenses. Ask every vendor for the all-in price at your headcount, not the per-seat sticker, and confirm whether implementation is included.

Is there HR software with transparent pricing?

Yes. Sageo publishes a single flat rate of EUR 6 per employee per month with no minimum seat count and no implementation fee. Rippling ($8 per user), BambooHR (two published tiers), and Zoho People ($1.50 and up) also publish starting prices. Enterprise suites such as Workday and SuccessFactors do not publish pricing and quote per deal.

Why is enterprise HR software so expensive?

Enterprise suites price for breadth and configurability rather than per-seat simplicity: you pay for modules you may not use, for a mandatory implementation partner, and for a multi-year contract. The per-seat rate is often reasonable, but implementation fees, integration work, and annual uplifts push the total cost of ownership well above the subscription line. Smaller, focused tools avoid most of that overhead.
